The Intelligence Solutions Team has a immediate opportunity for a Systems Engineer in Annapolis Junction, MD. The Enterprise Service Division (ESD) provides the foundation for ensuring the trust and integrity of enterprise information and allows flexible and fine-grained control of information sharing. ESD engineers systems and resources required to order, create, disseminate, modify, suspend and terminate management controls to provision and operate Information Assurance (IA) services, processes and devices across the enterprise. One of the four programs that ESD manages, Identity and Access Management (IdAM) is also a major enterprise IA Capability being realized to facilitate access control decisions that utilize digital policies that are evaluated against the following: ** information about the user requiring access (e.g. attributes); ** the resource requested (e.g., attributes); ** revel information about the environment or mission scenario in which the resource is needed (i.e. metadata) Systems Engineering/SETA TTO provides systems engineering; systems engineering technical assistance (SETA) and program management services for the IdAM effort within ESD. The work performed under this TTO enables the IdAM PMO (for both efforts) the ability to deliver outstanding support to stakeholder mission environments within the framework of the Information Assurance portion of the Global Information Grid (GIG - i.e., the enterprise). Functional Responsibility : Performs a variety of senior level engineering tasks that are broad in nature and are concerned with system design, risk reduction, implementation and integration, including personnel, hardware, software and support facilities and/or equipment. Serves as key engineering person on projects for both customers and the project teams. Provides guidance and support to technical and programmatic requirements derivation. Provides senior technical guidance and leadership of engineering, analysis and development teams. Guides users and team members in formulating requirements, advises on viability of alternative approaches, and conducts and evaluates feasibility studies. Responsible for the integration of requirements, design, risk mitigation and technology of complex systems. Provides guidance and support to ensure seamless incorporation of new plans, designs and systems into ongoing operations. Guides and participates in development of technical documentation associated with results analysis and risk mitigation. Guides implementation of and adherence to the C4ISR/DoDAF process and Capability Maturity Model integrated (CMMi) best practices. Professional Experience Must demonstrate proficiency in the following areas: - Twelve (12) years experience in technical program management and/or as a system development team lead. At least 50% of this experience shall be in programs with particular relevance to SIGINT, Communications Systems, and Information Technology. - Ten (10) years experience as a system engineer in programs that encompassed systems architecture, requirements analysis, design, production, integration, test and transition into operations. - Five (5) years system engineering experience obtained in an intelligence community environment. - SSE2 - At least four (4) years minimum of practical, in-depth knowledge of Identity Management and Access Management (IdAM) technologies used in either Commercial Industry, or; the United States Federal Government (USG), Department of Defense (DoD), and/or the Intelligence Community (IC); - SSE3 - At least eight (8) years minimum of practical, in-depth knowledge of Identity Management and Access Management (IdAM) technologies (e.g. ABAC, RoBAC, RBAC) used in either Commercial Industry, or; the United States Federal Government (USG), Department of Defense (DoD), and the Intelligence Community (IC); - Minimum of Eight (8) Years Information Systems Security Engineering (ISSE) experience in at least one or more of the following professional areas: o Understanding of Security Controls and Requirements (e.g., DCID 6/3, NIST SP 800-53, STIGs, INFOSEC Criteria); o Security and Enterprise Architecture and Design; o Database design; data schema-, data flow- and transactional definition; o Access Control and Authorization; o Identification and Authentication (e.g., DoD PKI); o Telecom & Network Security; o Information Assurance (IA), Information Security (INFOSEC), Operations Security (OPSEC); o Continuity of Operations (COOP), Data and Disaster Recovery; o NISCAP, DIACAP, NIACAP Certification and Accreditation (C&A) - Experience with Technical Writing and Review of Major Systems-, Software- and Security Engineering and Project Management Deliverables - including technical documentation, artifacts and engineering work products (EWPs - e.g., CONOPS, System Architecture Documents, Software Design Documents, Architecture and Data/Functional Flow Block Diagrams, white papers, Project Management Plan [PMP], Risk Management Plan [RMP], Systems Engineering Plan [SEP] etc.); - Consulting experience with R&D for Best-Industry Engineering and Project/Program Management (PM) Practices: Cost and Time Estimating; Risk Management; Technical and Business Process Definition; Project management; Change Management; Configuration Management (CM); Quality Management (QM) - Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP) or similar certifications are a plus. Certification and Training : Twelve (12) years as specified above plus professional experiences and training commensurate with technology curriculums typically associated with a Master's degree or equivalent. - Bachelor's Degree (minimum) in the Area of Information Technology or Engineering from an Accreditation Board of Engineering and Technology (ABET) accredited college/university program; Advanced degree in Information Technology, Engineering or Master of Business Administration (MBA) or similar degreed or certified program of study preferred; Security: ** TS/SCI w/ Polygraph L-3 STRATIS is among the largest divisions of global defense leader, L-3.
