Job Requisition Number:xxxx7 Category:Intelligence - Analyst Primary Location:Fort Meade, MD, US Security Clearance:TS/SCI Clearance Status:Must be Current Schedule:Full Time Type of Travel:Continental US Percent of Travel Required:Up to 10% Description: Duties and Responsibilities: - Review DoD and Navy Cyber plans, and policies to assist in the development of Navy tactical and operational level Cyber policy and procedures. - Facilitate MPG collaboration with US Navy Numbered Fleets, United States Cyber Command (USCC), Regional and Functional Combatant Commands, and FCC/C10F subordinate commands to develop, and coordinate planning efforts and initiatives. - Collect and analyze planning requirements and products across Commands, Services, Agencies and Field Agencies. - Support operational and exercise planning. Maintain products required to support MPG battle rhythm and synchronize FCC/C10F planning efforts. - Support operational planning for capabilities across the cyberspace operations mission area. Participate in Operational Planning Teams (OPTs). - Coordinate with combatant command and combat support agencies, and support development of Joint/Navy Tactics, Techniques, and Procedures (TTP's), and development of other supporting documentation. - Coordinate with Combatant Commands, USCC, U.S. Navy Numbered Fleets, and FCC/C10F subordinate commands on cyberspace operations orders. Coordinate with FCC/C10F subordinate commands to develop corresponding Navy orders. Identify issues and concerns, develop recommendations, and draft supporting correspondence. - Support the review and development of Navy and Joint Doctrine, CONOPs, and policies associated with cyberspace, IO, SIGINT, and EW operations. - Support development of future doctrinal, operational, and technological concepts. - Participate in development of OPORDs, OPLANS, and OPTASKs. - Develop and maintain a library of higher headquarters directives and guidance. - Coordinate with key policy and doctrine stakeholders across the Navy and Joint communities to include, but not limited to: Navy Warfare Development Command (NWDC), U.S. Fleet Forces (USFF), Commander, U.S. Pacific Fleet (CPF), U.S. Navy Numbered Fleets, OPNAV, USCC, and Defense Information Systems Agency (DISA). - Coordinate with Combatant Commands, USCC, U.S. Navy Numbered Fleets, and FCC/C10F subordinate commands on integrating foreign mission partners as directed by USCC. Identify issues and concerns, develop recommendations, and draft supporting correspondence. - Support foreign dignitary visits to FCC/C10F and assist with efforts to integrate foreign mission partners into Cyber Operations. Develop supporting engagement plans. - Develop plans for future capability needs, assess requirements and capabilities to determine shortfalls, coordinate with acquisition commands to ensure system development remains aligned with plans and concepts, and coordinate with external organizations on Navy capability needs. - Participate in conferences, working groups, meetings and other forums, providing cyber operational expertise through discussion, white papers, meeting notes, and presentations. - Generate products and materials to support FCC/C10F working groups, planning groups, OPT's, conferences, table top exercises and operational rehearsals. - Prepare responses to Comment Resolution Matrices (CRM's) and coordinate as needed to support review of operational plans, policy documents, and other planning documents. Provide recommendations for resolution, assist with staffing of products. - Coordinate and manage virtual collaboration meetings necessary for FCC/C10F battle rhythm and ad hoc events. Required Qualifications: - Typically requires a bachelors degree and ten to twelve years of related experience. - Provide expert knowledge and experience toward concept development, analyses, and recommendations. - Capable of performing various analytic and complex operational support duties. - Contractor support shall have significant knowledge and experience (minimum 10 years) working on Navy Cyber policy, doctrine, and operational planning. - Knowledge of and experience (minimum 8 years) with Maritime Operations Center (MOC), Joint/Navy Tactics, Techniques, and Procedures (TTP's), Operational Planning Teams (OPTs), Crisis Action Planning (CAP) processes, and Joint Operations Planning and Execution System (JOPES). - Familiarity with the operational level of war.
