By Light is seeking a Cyber Watch Officer who will serve as technical specialist responsible for, but not limited to, monitoring; operating and managing; troubleshooting; network restore actions; node/network configuration; administration; and security management; of any of the components comprising the DoDIN. Performs pro:active monitoring of DODIN element alarms and alerts to identify those components/elements that may lead to, or already are causing network degradation or failure. Performs security monitoring and management, fault isolation and diagnostic functions to include determination and execution of corrective actions on a real:time basis. Uses sophisticated network management computer platforms to remotely access and analyze DMS workstations, nodes, and terminals to identify resolutions to correct network anomalies. The Network/Operations Controller may be used on a shift basis to provide 24x7 coverage for the DODIN.Execute in real time, in accordance with mission requirements, incident handling, triage of events, network analysis and threat detection, trend analysis, metric development, vulnerability information dissemination, and the DoD CNDSP methodology... The contractor shall provide personnel that are the leading experts in the field of DoD computer network defense with an understanding of the lifecycle of the network threats, attack vectors, and network vulnerability exploitation.Oversee all CWO execution and be familiar with all CWO process flow/execution; provide leadership with situational awareness of CWO across the DoD Information Network (DODIN); direct and lead DoD CWO Operations via the CWO collaboration environments.Maintain awareness of USSTRATCOM/USCYBERCOM/JFHQ:DODIN directives, orders, alerts, and messages; respond to related network operations questions.Identify issues affecting the operation and defense of the DoD DODIN.Coordinate network defense operations with DoD Component Commands/Services/Agencies/Field Activities (CC/S/A/FA) and monitor and report effect of DCO:IDM operations on CC/S/A/FA missions.Brief CC/S/A/FA on the status of DODIN defense through collaboration meetings.Participate in command exercises and provide feedback in after action reports.Consume and analyze operational reporting from cyber organizations; prepare and deliver daily situational awareness and operational update briefings to JFHQ:DODIN leadershipMonitor, process, and utilize DoD classified and unclassified networks.Respond to official questions through Request For Information (RFI) tools.Review and monitor incident response and status for accuracy and clarity from CC/S/A/FA utilizing current and future tools; including the Joint Computer Emergency Response Team CERT Database (JCD) and the Joint Incident Management System (JIMS).Maintain situational awareness of cyber activity in the Information Technology (IT) by reviewing open source reporting for new vulnerabilities, malware, or other threats that have the potential to impact the DoDIN.Coordinate with other cyber elements to obtain information for slides, briefings, presentations, or other situational awareness products.Respond to JFHQ:DODIN requirements for real world and exercise Contingency Operations (COOP) and National Capital Region (NCR) catastrophic events. This may require Contractor to travel and staff positions outside of routine JFHQ:DODIN facilities.Conduct timely reporting IAW USSTRATCOM, USCYBERCOM, JFHQ:DODIN, and CC/S/A/FA standards and timelines.Critical/logical thinking; advanced verbal/written briefing preparation and delivery capability.Excellent written and oral communications skills enabling precise conveyance of information across all CC/S/A/FA via various media (verbal, digital, DCO, etc) with command and proper enunciation of the English language.Knowledge of all service specific ASI process and contacts; intricacies of PONDs and their supporting processes; 24x7 shift/watch; contingency support.TS/SCI Clearance.
