Job Title: Job Cost and Pricing Analyst
Agency: The Ravens Group, Inc.
Location: Lanham, MD
Period of Performance: Permanent
Wage: $65,000 - $70,000/yr.
Job Description:
Utilizes in-depth price/cost analysis techniques involving many different and unrelated factors and processes where there may be little historical cost data or precedent. Responsible for supporting the development of cost-related sections of complex solicitation documents, analyzing cost and price data, labor and material cost, etc.
Candidate will be responsible for the development of fully compliant pricing proposal responses to Requests for Proposal (RFPs), Requests for Quotes (RFQs) under government contract vehicles, multiple award schedules (MASs), blanket purchase agreements (BPAs) and select indefinite delivery and indefinite quantity multiple award contracts.
Supports the development of budgets for planned procurements. Analyzes and evaluates cost-related areas of complex solicitations for pricing structure and instruction to offerors. Analyzes and evaluates contractor price/cost proposals for new procurements, changes, follow-on procurements, etc., which may result in new contracts or the issuance of modifications or the termination of existing contracts.
Cost model development and generation, and inputs to cost narratives and management reviews for small, routine proposals as well as medium to large proposals to the Federal government. Role includes RFP review and requirements definition, resource identification and labor mapping, implementing pricing model, coordination/interaction with capture and proposal teams, participation in strategy development "what if" scenarios, adhering to proposal schedule and preparing data for management approval. Experience in all types of contracts and cost/price analysis is required.
Essential Duties and Responsibilities:
The responsibilities of this position include, but are not limited to, the following:
• Reviews RFP, analyzes requirements and develops pricing spreadsheets in required formats.
• Prepares Financial Risk Analysis for review by management.
• In coordination with Proposal/Capture Manager, establishes a schedule for Cost Proposal milestones including reviews.
• Collaborates with management on capture/pricing strategy.
• Coordinates, as needed, with subcontractors and/or teaming partners to obtain quotes/pricing.
• Coordinates, as needed, with Human Resources Department for labor rates and other labor issues.
• Develops pricing spreadsheets and cost volume narrative in accordance with RFP requirements.
• Prepares and presents informal/formal cost volume reviews. Ensures that required approvals are obtained.
• Maintains documentation of quotes, basis of estimates, cost analyses and other pricing decisions used to develop price.
Coordinates production of final Cost Volume(s) with Proposal/Capture Manager. Leads negotiations and serves as a primary cost/price negotiator. Conducts detailed studies of contractor’s management, operational and financial policies in order to determine capability to perform contract. Evaluates the contractor’s financial status and profit and loss statement, balance sheets, and other financial data.
Requirements:
Three years experience with a Federal Government Contractor. Experience with the GSA Mobis and TAPS schedules and familiar with FAR and General Accounting
Functions:
Pricing Duties comprise -75% , General Ledger Duties-25%.
